Copy fork locally functionality from pjs apps

There is a function where chopsticks / light client is used in browser to fork the existing chain state and continue building new blocks while giving you some superpowers (i.e. Admin powers to Alice). I propose to add this functionality to our dev UI for quick possibility of testing different scenarios on real world data.
