Help make sense of Activity Monitor usage in the 70-95% range?

Why does it say that eul is using 70-95% of my CPU at all times? Is this actual usage? The fans do spin sometimes when there's nothing open. It often takes up more than Xcode, Photoshop, XD, Chrome; when running simultaneously.

EDIT: Just wanted to clarify that I know I'm probably reading the Activity Monitor stats wrong.
