What this PR does / why we need it:
This PR introduces new
lint-sarifscripts for all packages. It uses@microsoft/eslint-formatter-sarifformatter to output lint scanning results in SARIF format. This is required to report the results to central SAST tools.Which issue(s) this PR fixes:
