Currently very outdated lib version are used. python-telegram-bot of v9.0.0 while the actual version is 21.4.

Because of the outdated libs the bot can run only with Python 3.9. But 3.11 is already the default version in Debian.

It's necessary to upgrade all the libs and run with Python 3.11.
