Drop local-only docs/scripts and the dev-latest alias regression

Post-rebase cleanup of the #139 branch against the reworked main:

- Remove four design/debug docs from version control (FA3_SCHEDULE_FULL_CUDAGRAPH_BUG,
  FA3_TESTS, FIXING_VLLM, INTEGRATION_FIXES) and the local run_vllm_tests.sh
  helper. They stay on disk but are no longer tracked.
- Scrub the now-dangling doc-path references out of the vLLM backend and the
  shared/vLLM test helpers, keeping the inline explanations and the issue #139
  pointer.
- Restore the dev-latest dependency group, dropped during the rebase conflict
  resolution. It aliases the newest supported line (dev-vllm30) so the ceiling
  is repointed in one place rather than hardcoded; the GPU workflow's
  derive_legs.py and CLAUDE.md both ask for it. Add its conflict pairs so uv
  will not co-resolve two vLLM lines.
- Regenerate uv.lock for the resolved pyproject.
