Не знаю, актуально это, или уже нет. Но хочу спросить,как это сбилдить? Ну или можно получить сразу .xap?

Ух, уже 7 лет прошло с последнего коммита. По идее все еще можно скачать Windows Phone 8 SDK и Visual Studio к нему. Этого должно хватить для билда. Возможно какие-нибудь сторонние сервисы отвалятся, но это легко исправить
