Please can we have a release which includes the GDAL 3.9.0 bindings?

Last release was Sep 2023, would like to use all the recent goodness without resorting to git+rev dependencies in cargo.toml please :-)

i've been away for quite some time and have to sync with the others but then i could create a new release (if we are ready for that)

Sorry, I was away these past few days (or months, I guess?). I'd like to get #545 in, then I think we're good to go.
