In submissions tab the "submitted by" filter gets updated only after refreshing the page

Problem description

In submissions tab the "submitted by" filter gets updated only after refreshing the page- using the "Refresh" button doesn't update data in the filter. For example, if there are no submissions and a submission is created or undeleted after using the "Refresh" button, there's "there are no submissions yet" in the filter but the users sees submissions.

Steps to reproduce the problem

1. Add a new form to a project.
2. Go to submissions tab.
3. Click "+New” and in the new tab submit a form.
4. Go back to submissions tab, click the "refresh” button (don’t refresh the page).
5. Click the filter "submitted by”

Expected behavior

"Refresh" button should also update the "submitted by" filter.
