Add Seer capability to search the internet

Problem Statement

Reported via ZD ticket, the user noted that Seer spent significant time analyzing their codebase and surfaced incorrect guidance, when the actual cause of the error was a known false positive. A quick online search provided the correct answer. The error in question:
DataDog/browser-sdk#2715

Without internet search functionality, Seer can miss solutions. Adding this capability would make help better resolve these types of issues.

Seer already has google searching capabilities, this seems to be the case that for some reason it decided to not do a search or a search did not turn up the expected result.
