Ownership Rules error on Team Plan: "Error Loading Project's Codeowners"

Steps to Reproduce

When attempting to access the Ownership Rules section in projects under the Team plan, the following error appears:

"There was an error loading this project's codeowners. If this issue persists, consider importing it again."

This happens even if the project is new and has never had ownership rules set up before.

On the Business plan, this issue is not present, and the Ownership Rules section functions as expected. However, importing a CODEOWNERS file is a feature exclusive to the Business plan, which suggests that this error should not occur for Team plan users who do not have access to this functionality.

1. Log into an organization on the Team plan.
2. Navigate to a project.
3. Go to Ownership Rules under Project Settings.

Expected Result

The Ownership Rules section should load without attempting to validate or load a CODEOWNERS file since importing this file is a Business-level feature.

Actual Result

The following error appears:

"There was an error loading this project's codeowners. If this issue persists, consider importing it again."

This message is misleading for users on the Team plan who do not have the ability to import a CODEOWNERS file.
