How do I set up my proxy configuration so that it can access the external network

I am a Chinese, I am in the window system and there is no cpu configuration environment. When I ran rush at the end of the tutorial, it showed that the network error address could not be accessed. I used the docker image, but I did not know how to set the proxy address and window. It was supposed to work, but as I changed the Settings and tried to use the VPN, it didn't even work.
