Allow enabling DB in the local docker compose setup

Now, we can set up a PostgreSQL database instead of using SQLite.

It would be a good addition to have the option to enable PostgreSQL in the docker-compose-local.yaml. And then, include a k6 example that tests the DB using xk6-sql.
