I encounter this issue most when I suspend a page with a video on it - I want to be able to have a text box on a suspended tab so that I can write any notes about this page when I suspend it.
So if I know I won't be coming back to a page with a video on it for a while, then I can suspend it myself, and then type in the notes box what minute marker I was at.

I think this would be a highly desirable feature that many people will find super useful.
