Make "Geo" field configurable in trackers

It might be great to be able to configure "Geo" field as part of tracker configuration in the Administration section.
This way "geo information" and map functionality can be turned on and off for certain tracker types (= report types).

Then cities can also use Redmine as a task tracker for reports that are not related to locations.
This way GTT could be a complete solution for task management within government for example.
