Scale down article-rendering

article-rendering has been scaled up to 36 instances since: #11947

We should incrementally drop this down a level that doesn't cause us any issues with normal daily traffic peaks. I'd estimate that to be near the previous range of 18-24 instances.

It's recommended to size to a multiple of 3 to ensure there is an instance in each availability zone.
