Add issue templates #355
Description
Recent PRs might be improved by adding github issue templates, encouraging specific answers to be filled out for certain types of issues. For example:
- add news entry ("for ecosystem release announcements, please ensure that only 1 release every 3 month is added", maybe with wording to remove old notifications if needed)
- add blog post
- request a new article
etc
