toggleEnforcementForTab shortcut is undocumented, leading to confusion if the user activates it without realising #414

toggleEnforcementForTab is not documented at https://noscript.net/usage/#keyboard-shortcuts which can lead to confusion.

As a user who likes to use em dashes a lot (option-shift-dash on macOS), I was accidentally triggering this command if I was typing quickly and after typing the character I'd hit the spacebar before I'd released the option and shift keys.

This was particularly frustrating, as toggleEnforcementForTab also triggers the tab to reload the current page, so I'd lose whatever I'd typed into the text input on that page.

To help prevent surprises for future users, it would be super helpful if this keyboard shortcut were documented (and I'd also strongly recommend changing the default keybinding to something that's less likely to be invoked accidentally).

It might also be helpful if the extension provided some feedback when the command is activated, so that users who aren't familiar with the extension can understand what just happened.
