Alerting / Solution for large dns PR's that require a --force workflow run

In my mind the solution includes 2 workflows...

• octodns --force workflow (restricted to dnsfrens/admin only) that runs octodns with --force to be triggered manually when required
• workflow to check # of recs updated and alert/label when the workflow was needed.

I would imagine this workflow needs to be well gated (dns frens might be enough?), and if may need a "forceful freinds" group or something to be responsible for running the force workflow.
