User should see greyed-out issues after they have voted on them. #181

Once a user completes the submission flow for a given issue, when they navigate back to the feed that issue card should display a greyed out background instead of the current all-white background.

Are we going to keep sessions or just store it in redux?

We can use local storage to store what agendas have been voted on.
