add build step to readme

Following the instructions in the readme, I ended up getting "ModuleNotFoundError: No module named test_without_migrations`. Then I ran the build script, then the start script, and had success. This suggests to me that start.sh is not in fact doing the work mentioned in the readme, and that the readme needs to include build.sh as a step in the dev process
