convert a `.tbl` file back to `restraints.json`

Currently the input of the `tbl` subcommand is a `.json` file containing information about the restraints. 

It would also be useful to be able to do it the other way around, input a `.tbl`  file and recieve a `.json` file with information about the restraints.
