Introduces the local AI agent platform, Harper, with multi-model integration and enhanced capabilities.

This platform is responsible for:

• Integrating multiple AI providers (OpenAI, Sambanova, Google Gemini) for general-purpose and code generation tasks.
• Executing shell commands directly from the CLI.
• Managing sessions, including saving, loading, and exporting conversation history.
• Supporting cryptographic operations such as AES-GCM encryption, SHA-256 hashing, key generation, and nonce management.
• Connecting to MCP (Model Context Protocol) servers for tool discovery and enhanced context.
• Maintaining code quality with formatting (cargo fmt) and linting (cargo clippy) compliance.
• Providing clear documentation and contribution guidelines in CONTRIBUTING.md.
