Build fix: Suppressed unused parameter warnings in database_service.cpp.

Tag fixes: Robust versioning, updated bot config, avoided duplicates.

Added (void) casts for unused parameters in the #else block of connect().

Updated: Fixed invalid tag name generation by validating LAST_TAG and defaulting to '0.0.0'. Changed bot to 'harper-release-bot'. Commit: 09566ca3
