Make the initial freshclam run disable-able

Makes test Chef runs take too long.

Difficulty: vague memories of one Ubuntu (?) build whose package put its initial virus defs in a different dir than everyone else.

I believe this is already possible via:

default["clamav"]["freshclam"]["skip_initial_run"] = true
