yum-epel version dep is blocking us from using any reasonably modern yum-epel

The ~> 0.2.0 dep on yum-epel is killing us. yum-epel is at 2.1.x now.

Please release a new version of this cookbook to supermarket :(

Pretty please? The modern yum-epel 2.1.2 works fine for anything this cookbook cares about.

At this point I am wondering if this is an abandoned repository. There's been no action on it in over a year.

Also, interestingly, branch jdh does away with this dependency: https://github.com/RoboticCheese/clamav-chef/blob/jdh-v2.0/metadata.rb

And it seems like that's slated to be the 1.3.1 release. That was created back in July :(
