Balance label disappears completely if invalid account or if the request takes too long to get balance

Problem

The balance label is hidden if the account is invalid, or if the mirror node request is taking too long. This causes the UI to shift around as the label appears and disappears

Solution

Relocate the balance label to a place where it won't cause shifting of the UI

Alternatives

Always show the label, but show values that make sense when the balance is not obtainable.
