enable FDO Docker deployment

Background

TF-8609

This branch uses the changes that were made in the terraform-utility-tfe-random repo to install a Docker deployment of FDO (Jira TF-5370).

After all of the changes, the Azure TFE module had to be updated, as well, therefore, those changes are here.

• Merge Azure TFE PR
• Change the modules' git refs back to main
  • In test workflow
  • In main.tf
• ptfe-replicated azurerm tests pass (url)
• ptfe-replicated aws tests pass (url)
