Inventory of core libraries maintenance status

Following haskell/mtl#158 (comment) I want to make an inventory of maintenance status.

This is mainly for my own notes, but other CLC members may chime in if they want to do so.

I want to go through the list of core libraries and:

• check if there was activity in the last 6 months (either on hackage or the source repository)
• if there was no activity, contact the maintainers (either via github/gitlab/etc. issue or email)

Perhaps some maintainer lists also need to be pruned? I don't think for example HVR and Don Stewart do much maintainance of these packages anymore.

There's also a difference between Hackage maintainers and maintainers listed in the cabal file.

Yes, I found the cabal file information mostly unhelpful. So I only looked at the hackage uploaders.

vector-binary-instances is maintained by the same team as vector itself. It's a very low traffic package and is likely to go without changes for many years; the lack of commits is not a sign of abandonment.

I went ahead and pruned lists of maintainers for bytestring, text and unix, removing people I have not seen active for years. It's a supply chain vulnerability if any of inactive accounts get compromised.
