[Feature request] Add optional toggle in the fill bucket tool properties to respect content of all visible layers.

Hello,

A request for a very useful feature found in other raster graphic editors like Krita. It's very useful while working with multiple layers to combine shapes. Also, while having a reference sketch underneath.

See screenshot, it's from krita fill bucket tool options.
