pending transaction sometimes appears as not broadcasted even when it's broadcasted

Extracted from #334, it's a bit hard to debug. Sometimes when you have a pending transaction, after a restart bitcoinj rebroadcasts it and prints a log message with SEEN_PEERS saying that e.g. 2 peers have seen it, but Hive still shows it as "Not broadcasted yet, peers: 0" on the list.
