pops up briefly at the bottom of the screen without any further action like listing up new updates.
That way this message is very irritating, not only for me, judging from fruitless discussions on the web about this message.
Describe the behavior you expected
There should be some other wording to explain what "refreshed" actually means.
In case some component update was installed in the background then "component update installed" would be helpful.
In case it means that just the update status of some device changed from unknown to up-to-date this should be reflected by saying "update status refreshed" instead, etc.
Regardless I have a very hard time coming up with any good translation of "refresh" in the current context that does not possibly make things even worse …
