Use skeleton text for temp exp in job list

What is the motivation for adding/enhancing this feature?

When a page of job lists loads, they are all "disabled" because the "pending" status job is fetched async. This may confuse the user for a few seconds since they don't know that the app is actually just fetching them in the background.

What are the acceptance criteria?

We should add a skeleton text to where the status of the job is shown on job lists that waits for the pending job search to be completed before showing a final result so that the user knows that this information is in flux.
