Addition of UniRepLKNet Backbones to the collection of backbones in the timm library

None sadly

Additional context
The back bone is based on the following two papers

The codebase where the models are present are as follows
https://github.com/AILab-CVC/UniRepLKNet
The models seem to be an interesting take on using Larger Convolution Kernels for recent problems and producing interesting results.

@imr555 I looked a that, or at least a related network/idea ... problem with those is they require custom kernels and it's a big commitment to take on maintining those. I've yet to do so and probably won't unless there's an incredibly compelling network
