Can not use flash-attention and flash-varlen-attention on Ascend NPU #36618

Transformers integrate flash-attention and flash-varlen-attention with package flash-attn, but this package is not supported on Ascend NPU, even can not be installed. In that case, we can not use flash-attention or flash-varlen-attention with transformers naturally.

To solve this problem, we have committed a PR #36617 , which is still in progress and ready for review soon.
