tests/unit/local-authority-writers.test.js(B4 shared boundary) failed once on the macOS release runner (run 41174940082): the held-write test saw the sidecar refresh read before the hold, then every later test in the file timed out at 5 s. It passed on the run before and 3 of 3 locally. Revisit if it fails again: the hold is probably released by a timer the loaded runner outran.
