create translation programmatically

Hello is possible to create translations of all products programmatically? We’ve 300 products to translate, and we have one excel file with all translations.

No, there is no plan to develop such a tool.
See also #208 notes on Importer tool - one could in theory import the translations and then link the products.
For 300 it might still be better to do manually but for 3,000 I would try an import route and/or some custom code.
