第一弾( #380 )が結局SelfHostedRunnerを導入するだけで終わってしまったのでちゃんと高速化する。
ビルドキャッシュとかを使い回せばもうちょい早くなるはずなんや....

ビルドキャッシュや差分ビルドがうまくいかないのはおそらくファイルのタイムスタンプの問題
