It likely will happen like it did with .NET 7 - after RTM, at some point we will switch the tests to net90 to be able to support new language features in the tests, but the application itself will remain on LTS. Unless of course there is a killer feature for Windows apps in net90 that makes us rethink this approach.
I am closing this after discussions at our developer days event - no C# 13 features until .NET 9.0 RTMs, and then based on the outlined reasons .NET 9 may or may not happen for tests and/or application.
