Template layout not fully rendering

When I got to a secondary page the content is not fully rendering as expected:

Once I have reloaded the page the element attributes (css, etc.) appears to be retained henceforth on.

Another oddity is after clicking on the back button. When I click on another link to another page it sometimes refreshes the index page and doesn't render the linked page, however, but the location has been updated to the specified URL.
