For a new or empty project iloom should look for or ask for a project requirements document (PRD) in order to generate a set of tickets to work from.

If there is an existing /docs folder then it should check that folder for the PRD, looking for files that contain 'prd' explicitly in their titles and then ask the user for confirmation that that file is actually the PRD. In the case that no file can be found, or the wrong file has been identified, the tool should ask the user to provide a path to the PRD.

Once the PRD has been identified the tool should use a prompt similar to, but not necessarily exactly like the one attached, to break down the PRD into tickets in whichever ticketing system the user has chosen in the preferences.
