Automatic replicasWantedAtRestart

@rigazilla if we need to have replicas = replicasWantedAtRestart in some cases, can we set this option automatically without user notation as implemented now?

I'm merging my comments here from the dups #433
The operator should automatically set "replicas=replicasWantedAtRestart" restarting from shutdown, ignoring eventual user value.
