It needs to be able to:

Return JSON data (e.g. Popolo) from an internal store
Return layout information from some internal store
Allow changes to the layout information

Depends on #1. We can probably re-use some code from https://github.com/pudo/nomenklatura and https://github.com/pudo/datawi.re. This will depend heavily on https://github.com/pudo/jsongraph.
