Unable to parse DICOM files in the attached .zip file

Bug description
The DICOM Standard Browser (dicom.innolitics.com) is unable to parse the two DICOM files in the attached unable to parse dicom files.zip. However I can visualize these files in several DICOM browser application such as https://www.microdicom.com/ or open and parse the file with the standard Python pydicom standard package.

Steps for reproduction
Navigate to https://dicom.innolitics.com/ciods and when in the File Editor (beta) I open any of the two DICOM files in the attached I get the message below:

Unable to parse 272254592.dcm.
Are you sure it is a valid Dicom file?

Expected behavior
Be able to browse DICOM file metadata.
