Packaging and Dev setup

We need to provide instructions to get a dev setup working elsewhere from a fresh linux install. Once we have that the developers at CMET can test the code and provide feedback while we move onto integrating a packaged version with the existing freesurfer build system to make the package available to the public at large without requiring any setup from end user.
