Description

Resource locks are great for PRD workloads, however for non-prd workloads these are more of a nuisance.

To remove them, it requires someone with owner-level priviliges which is not common, so if you want to remove something it takes a big escalation to get it done.

Would it be possible to add a bool value to the deployment to make these locks optional (opt-out)?

Additional context

Removing of Invictus resources could be useful during installation, cleanup of older version, cleanup of subscriptions on the servicebus etc.
