Error 403 should recognize count/counts/COUNTS/COUNT as same unit #157
Description
An NRL user is getting the following error for responses returned:
403,Error,XX,YY,ZZZ,00,1970-01-01T00:00:00,,Stage [03] input unit counts must equal stage [02] output unit count
The "mismatch" results from response representations predating the stationxml-validator when "COUNTS" was the preferred unit spelling. (More recent responses use the currently preferred "count" spelling.) Since spellings counts/COUNT/COUNTS is only considered a warning, it would be consistent for the validator to recognize all 4 spellings as the same unit with respect to Error 403.
