Conflict with VanillaTweaks Anti Enderman Griefing datapack

I am using the file BBOutlineReloaded-2.6-1.20.1-fabric.jar with the VanillaTweaks Anti Enderman Griefing datapack for 1.20, and for some reason BBOutlineReloaded-2.6-1.20.1-fabric.jar is causing the datapack to not work correctly. Essentially the datapack removes the "enderman_holdable" attribute of blocks endermen can pick up, such as grass blocks and gravel. With this mod installed, that attribute still shows up, and endermen can still grief.
