purpose of this PR is to address a bug which caused `tier`\r\nto be omitted from resource names if `tier` equals `prod`.\r\n\r\n\r\n## 1. fix: include `tier` in names of production workloads\r\n\r\nPreviously, there was a half-thought-out attempt at omitting\r\n\"production-y\" tiers from resource names generated by the `defaults`\r\nmodule.\r\n\r\nThe control mechanism for this was not very clear, so this PR replaces\r\nit with a simple boolean toggle, which defaults to `true` (i.e. tiers\r\nare always included in names by default).\r\n\r\n## 2. chore: add tests to defaults module\r\n\r\nTerraform 1.6 introduced a [test\r\nframework](https://developer.hashicorp.com/terraform/language/tests)\r\n\r\n\r\nSince changes to the `defaults` module can potentially have a\r\nsignificant blast radius, it was thought prudent to start adding tests\r\nto it.\r\n\r\n## 3. fix: Include `org_code` in API Management resource name\r\nRenaming API Management forces resource
