Currently tests created with GTest library cannot test top-level APIs like user CLI, because with every build of Utopia HLS some user-level info has to be specified. These API tests fall under the category of system tests and have to be run during CI workflows.

New CI workflows need to test different build configurations as well as CLI calls.
