Sect 1.1: Status

I find the prose on our status declarations in sect. 1.1 fairly unhelpful.  In particular, it describes status sections entirely different from the ones we have in basically all of documents.

I'd suggest to drop the current text entirely and replace it with (essentially) the template texts from appendix B (which is what ivoatex actually does).
